ACLU, Planned Parenthood challenge school district’s parental notification policy; pro-family groups oppose any change

The San Diego Unified School District's parental notification policy will not be discussed by the school board on Jan. 22 as originally reported. School district attorneys are still working out the details of a new policy and have not finished their work in time for the Jan. 22 meeting. "At this time, the proposal is still being revised; it has not yet been scheduled for a return to the board," Jack Brandais, a school district spokesman, informed California Catholic Daily this morning.


Under fire from Planned Parenthood and the ACLU, trustees of the San Diego Unified School District will consider changing a longstanding policy requiring school officials to notify parents when a student leaves campus for an abortion during the school day at what is expected to be a long and contentious meeting on Tuesday, Jan. 22.

Current school district policy, in effect for more than 20 years, provides “under no condition is a student to leave the school grounds before dismissal without the approval of his/her parent or guardian and the principal or the principal’s specifically designated representative.”

That policy, says the ACLU of San Diego & Imperial Counties is “antiquated and dangerous” and “in direct conflict with California’s medical emancipation statutes, which permit a minor to obtain reproductive health care without parental notice or consent.”

Both the ACLU and Planned Parenthood, citing state law and an opinion from the California attorney general, contacted the school district urging a change in the policy. A May 2007 letter to the school superintendent under the dual letterhead of the ACLU and Planned Parenthood said the district’s existing policy “does not comply with California law and endangers vulnerable young women.”

At a Dec. 11 school board meeting, trustees reviewed proposed changes to the policy from their legal staff, but decided to take no action until district lawyers had more time to work on a revised policy. That delay provoked Planned Parenthood and the ACLU even further. An ACLU news release the day following the school board meeting said, “We are disappointed that the policy was not corrected, and call on the San Diego School Board to do so at once.”

A draft of the proposed new policy indicates school lawyers are willing to incorporate the “medical emancipation” provisions of state law, but with a broad exception in cases in which school officials believe a student’s pregnancy or plans for an abortion present “a clear and present danger to the health, safety or welfare of the student.” In such cases, school counselors, nurses or administrators would be permitted to inform parents.

Planned Parenthood and the ACLU insist that any parental notification violates state law.

Pro-family groups strongly disagree. "It is outrageous that San Diego Unified is considering a partnership with Planned Parenthood to keep secrets from parents," said Karen England, executive director of the Sacramento-based pro-family lobbying group Capitol Resource Institute, in a prepared statement. "Parents deserve to know the whereabouts of their children. In considering a policy change, San Diego Unified School District is abusing its trust relationship with parents."

The Jan. 22 meeting is scheduled for 3 p.m. at San Diego Unified School District Board of Education headquarters, 4100 Normal St., San Diego.

Lord Jesus Christ, have mercy on us. What has become of our society? One that cannot see the obvious logic and common sense in this circumstance where the parents have EVERY right to know that their daughter is contemplating a decision as heavy as to have or not have an abortion. Come on people, wake up. One doesn't need to be rocket scientist to see the obvious truth and responsibility here. God forbid the young lady should die. Do the parents then have the right to sue the school for negligence and/or wrongful death. in cases in which school officials believe a student’s pregnancy or plans for an abortion present “a clear and present danger to the health, safety or welfare of the student.” In such cases, school counselors, nurses or administrators would be permitted to inform parents. So, now the school officials are the judge of whether or not the health or welfare of a student merits informing a parent of an impending abortion? They know the student's entire medical history? I don't think so. I may be mistaken, by I believe this issue has already been addressed years ago in Sacrametnto at the state legislature. My friend Nancy S. was instrumental in helping to pass the bill. It simply has been ignored school district by school district. She has contacted numerous Sacramento Area School officials who were unaware of the legislation. Planned Parenthood should not be permitted to influence state law in any way as they have a financial interest in the outcome which is not in the best interest of their clients. Rest assured, after their daughter has had her uterus perforated and is bleeding to death, the parents will be informed to take over their parental duties. Planned Parenthood takes the abortion money and hands back the injured minor to the parent to repair the damage they have inflicted. Not all blind surgeries go well and Planned Parenthood is only too aware of this fact. I say, pass a law that any school official who knowingly allows a minor to leave school for an abortion without parental consent should incur complete financial responsibility for the outcome of the abortion. Watch how quickly the schools will stop this process! Hit them with the power of the purse. All future medical bills are jointly shared by the abortion facility and the school facility. Hey, School Boards, get some guts and continue to inform parents when minors leave classrooms for medical appointments! Every school board official we have talked to wants that for their own daughter.

Parents have been fighting this kind of crap in the schools for the past 50 years, and they haven't won yet. Not so? Do we not have a fully fornicating society? Sex education has been extremely successful. The tragedy is that parents get so wound up in the battle and seem to enjoy it so much that they don't have enough sense to take their kids away from the change agents. When will parents wake up and understand that even if it means financial sacrifice, they need to take their kids out of the government hell holes called "schools." Take your kids away from them and the government system will collapse. But then, I don't think that's what parents really want. They'd rather go to meetings and yell and scream which produces nothing. However, it salves their consciences while the souls of their kids are being destroyed.

This article refers to Capitol Resource Institute as being a "pro-family" group. I hope that they have once again become one. I took myself off of their e-mail list a while back when they decided to function as a propogandist for war. There are few if any things that are more anti-family than war in general and an unjust and unnecessary war in particular.

Barbara, you need to have people push for vouchers and aid to parent sending kids to non public schools. You have to realize alot of parents don't have the cash to send their kids to private schools, or the resources or time to home school them. Don't take it out on the parents! We had six kids and unfortunately we could not give them all the benefits of a Catholic education.

This is another good argument for supporting or working for Sarah's Law, a Family Notification initiative now collecting signatures for the November ballot in California. Sarah's Law will require that the abortionist notify a parent or other adult family member at least 48 hours before aborting the baby of a minor girl, (under 18). Of course the strongest opponents of this law will be those named in your article-ACLU and Planned Parenthood, the nation's number one abortion provider and promoter. It is profoundly stunning that in 2005 & 2006, California voters rejected a parental notification initiative at the ballot box. Parental notice exists in 2/3rds of the states and is quite popular, even among many pro-abortion voters. It's common sense, most parents don't want to sacrifice their parental rights to anyone. Yet PP and the ACLU don't care about women and the injuries (physical and otherwise) those women will have after undergoing the "procedure". It's all about the money for PP and about the so-called rights of teen girls for the ACLU. Wake up, Californians, mobilize and stand up to the ACLU and PP while you still have your 1st Amendment rights intact - the day may soon come where your voice (and 1st Amendment rights ) will be muted.

Parents be notified you can't spank your children for poor behaviour anymore but they should be allowed to have abortions without parents being told about it. Whose kids are they? Do they belong to the government? Or do they belong to the parents? What is the meaning of the word, "parents"? When will this word be outlawed? What does it mean that kids "belong"? How does the concept "belong" compare and/or contrast to the concepts of human rights, God-given rights, and/or natural rights? Are kids chattel property? If not, then what are they in relationship to the government and society at large? We've spent decades trying to define "unborn baby"; but what about defining "children"?

The cause and responsibility lies with every Christian who has sat silent for the past 30+ years while the secularists and liberals have worked fevorishly to change societal mores. Christians have continued to elect liberal politicians who pass the immoral laws and appoint liberal judges who consider themselves the change agents to usher in a new morality. Until Christians get off their duffs and start paying attention, the tide will not turn. Do you have Chrisitans on your local school board? Did you help support a moral person to get elected to the state legislature, or did you vote for Khuel and Schwarzenegger? Do you give money to ADF, ACLJ, and PJI to combat the ACLU. Get out of your pews and get busy.

Thank God that that the ACLU is working to protect the safety of our children. The younger girls are when they get pregnant the more likely that the pregnancy is the result of sexual violence often within the family. I have been a first hand witness to mothers who betray their own children in support of step fathers, fathers or other family members that abuse them. I pray that the church will return to Gods word that man became alive when he breathed life into him. Fetuses are nothing but the clay from the earth. I can think of no greater blasphemy than to imply that we can bring a new soul into being without the aid of God.
