Abort the initiative process?

Planned Parenthood supports bill that would make it more difficult for citizens to qualify ballot measures


The political action arm of the nine Planned Parenthood affiliates in California has thrown its considerable legislative clout behind a measure now pending in the state Assembly that would make it more difficult to qualify initiatives for the ballot.

Planned Parenthood Affiliates of California has gone on record in favor of AB 6, a bill sponsored by Assemblywoman Lori Saldaña, D-San Diego, which would require firms that hire signature gatherers to qualify state or local initiatives for the ballot to pay an annual fee and register with the secretary of state. The bill also requires such firms to provide a training program for signature gatherers on state laws regarding the initiative process and submit proof of such training to the secretary of state.

“A professional petition firm shall register annually with the Secretary of State in order to be eligible to pay individuals to circulate petitions and collect signatures in order to qualify an initiative on a state or local election ballot,” the bill says. “Registration shall include the full name, address, and partners, owners, or officers of the firm. This information shall be accompanied by a registration fee to be established by the Secretary of State. The Secretary of State shall use the registration fees to maintain on its Internet Web site a directory of professional petition firms and to defray any other costs associated with its requirements as described in this section. A member of a professional petition firm shall review the law relating to obtaining petition signatures, including prohibitions, with each paid petition circulator, individually or in a group, as a condition of his or her hiring. A copy of the training materials provided to the paid circulators shall be submitted by the firm to the Secretary of State. A statement, signed by a paid petition circulator and the individual who conducted the review, that that the paid petition circulator has received the review, required by this subdivision, of the relevant law relating to obtaining petition signatures, shall be submitted by the professional petition firm to the Secretary of State.”

In an analysis of the bill prepared for legislators, Planned Parenthood argues, “California's initiative process was originally envisioned as a volunteer-based effort to pass measures desired by a majority of the people. The current process has shifted to a system where increasingly large sums of money are required in order to qualify a measure for the ballot. These efforts now necessitate the use of paid signature gatherers, usually employed by a professional petition firm, at a typical cost of between $1 million and $3 million per initiative. This bill rightfully puts more responsibility on signature gathering firms to ensure their employees follow signature gathering laws.”

While Planned Parenthood cites the expense of qualifying ballot initiatives by using paid petition circulators, critics say the abortion provider has an ulterior motive: saving itself millions to fight initiatives it opposes. Since 2005, Planned Parenthood has spent more than $20 million to defeat three propositions that would have required parental notification before a minor undergoes an abortion. Planned Parenthood spent about $5.5 million to defeat Proposition 73 in 2005, $6.5 million to defeat Proposition 85 in 2006, and about $10 million to defeat Proposition 4 last year. Each measure failed by a narrow margin following massive television ad campaigns by Planned Parenthood.

Planned Parenthood also cites “measures desired by a majority of the people” in its argument in favor of AB 6, suggesting that initiatives like parental notification do not enjoy such support. But polls have consistently shown otherwise. As recently as Feb. 25, the Public Policy Institute of California released a poll showing that 68% of Californians support parental notification before a minor's abortion.

Critics of AB 6 say that paid signature gatherers are necessary because California election laws allow only 150 days to collect signatures from registered voters to qualify a ballot initiative – in some cases as many as 1 million signatures are needed. Other states allow up to two years to qualify an initiative, reducing the need for paying signature gatherers.

In addition to Planned Parenthood Affiliates of California, AB 6 is supported by Secretary of State Debra Bowen, a longtime ally of Planned Parenthood. Opponents include the pro-life, pro-family groups Life Priority Network, California Family Council, and Capitol Resource Family Impact.

On May 13, the Assembly Appropriations Committee approved AB 6 and sent it to the Assembly floor by a vote of 11-5. All those voting in favor of the bill were Democrats. All the opposition votes came from Republicans.

If the measure wins approval from the full Assembly, it would then be considered in the state Senate. Should the legislature adopt the bill, it would go to Gov. Arnold Schwarzenegger for his signature or veto.

Assemblywoman Saldaña, AB 6’s sponsor, also serves as Speaker pro Tempore of the Assembly. She chairs the Legislative Women’s Caucus and is a member of the California Commission on the Status of Women. In its 2008 “Legislative Scorecard,” Planned Parenthood gave Saldaña a 100% approval rating.

This approach by PP demonstrates the nearly complete corruption of the CA governmental and political processes. The entire State apparatus is run like the mafia of feminist liberal interests. The legislative and judicial process is fully in sync with these interests and use their constitutional powers to advance a pre-determined slate of ultra-liberal causes. When there is a breakthrough, the immediate attempt is to "shut down" or cripple the process so that it can be better controlled. The reason answer to is to vote out these demons, to litigate whenever possible against their masters, and to bring the light of truth to the evil they espouse (which is difficult given the media's own bias). These activities are not much different than the way things worked in Soviet Russia or Nazi Germany (which also had laws, courts, agencies and the like to make their inhumane regimes seem "normal" and "subject to the will of the people." Oh yes, is "Assemblywoman Saldana" a "practicing Catholic" too, like Nancy Pelosi?

Planned Parenthood gives Lori Saldana a 100% approval rating, and she is also a favorite of NOW (the National Organization for Women), She is also a favorite with the sodomy community as evidenced by her riding in the "gay" parade in San Diego. This makes her perfect to initiate legislation that is really aimed at crippling further pro-life initiatives in fighting for parental notification, and other pro-family initiatives. Of course, as a Democrat, it is a given that she is pro-abortion. She would not have been elected if she was not. Being pro-"gay" helps getting into office also. Is Saldana a Catholic? Does anyone know? I suppose she is... Do the bishops have anything to say about AB 6? Probably not, they didn't help with the Parental Notification initiatives in any relevant way and with the California Catholic Conference and the millions of dollars in lies from Planned Parenthood, they effectively assured that Parental Noficiation in California would not pass - all three times. If Saldana and the California Legislative are successful in their efforts to hamstring the initiative process, they will further deprive the California citizen in having any say in correcting government wrongs - not just in the abortion and "gay" rights (sic) arenas, but in all other areas as well. Will the Catholic Catholic Conference of Bishops (read "Ned Dolejsi") support Planned Parenthood's AB 6? If they cop out and say it is not in their area of concern, remind them (him) of all the other legislative bills that have nothing to do with Catholic issues but which they expound on year after year.

Planned Parenthood is terrified. They know that ballot initiatives are only likely to put limits on abortion, not increase the number of abortions. The writing is on the wall for PP, with more locales considering cutting off taxpayer funding to that diabolical organization, but we have lots more praying and work to do.

Laurette - CCC and Ned Doljesi made a policy decision that passing Proposition 8 was more important that passing parental notification. As on bitter pro-life lesbain I know said "They seem to hate us more than they love pre-born babies."

Grisha, tell me more about the CCC and Ned Dolejsi's "policy decision" that Prop 8 was more important than Prop 4 (Parental Notification, 2008). Was this public information (please cite) or are you, and the "gay community", privy to insider info? Prop 8 temporarily saved only the word "marriage", not the substance of it; while with Prop 4 defeated the continuing denial of parents' rights to know about their young daughters' abortions resulted in the continued killing of thousands of babies and the destructive effects on their mothers, parents, and grandparents and society as a whole.

Laurette: All I can tell you is a I saw a LOT of information about Prop 8 and very little, if any on Prop 4 coming from the Church.. One example is that the Arch. of SF website had a front page banner for Yes On 8 but nothing on Prop. 4. Maybe there was just a lot of Mormon money to throw at Prop 8.

We need to fight this one tooth and nail. With the initiative process being the last chance for voters to effectively impact public policy, we cannot allow those who disagree with our viewpoint to just wipe it out! Re. Props 4 and 8, both were extremely important with Prop 8 having a timing window that was rapidly closing. Having worked tirelessly on both initiatives, I found it a devastating shame that ALL churches in CA did not merely communicate to their congregations that while voting Yes on Prop 8, the other pro-family initiative on the ballot, Prop 4, also needed their yes vote. Without that prompting it was narrowly defeated. With that prompting it could have been the first pro-life victory in CA since Roe v Wade. And due to the Presidential election and population of our state, we had the greatest number of voters in history presented an opportunity to vote on a pro-life initiative. A victory in CA would have sent a powerful message to the rest of the country..... a missed opportunity for certain. With the help of all religious leaders in CA, let's make sure that does not happen again.

Original Frank, Grisha says he is Catholic, the Church says marriage is only between a man and a woman. Grisha has written some things on this website in the past such as telling a woman it is all right to go to a "same-sex" marriage when such "marriages'" are strictly forbidden by the Church. If that is not kissing up, I don't know what is. Probably everyone who comes to this website has relatives, co-workers and friends who might be involved in such weddings. I do and did, but there is no way I would go to a same-sex wedding. I would tell the person politely, that I believe marriage is only between a man and a woman. At the very least, a faithful Catholic should make some sort of excuse not to go. To go to such a farse would be to give one's approval.

We seem to agree that without the gay community's push for marriage rights, our Catholic community would never even consider the politics or legitimacy of state-controlled marriage. Ignoring Jesus' injunction in Mt 7:4-5 and Lk 6:41-42, we grappled enthusiastically with Other People's Morality and failed to perceive our much more important responsibility to protect and support girls in crisis. The big red flag of misplaced responsibility in this discussion is the phrase: "the homosexual and lesbian community PLANNED it..." when in fact the it was WE who qualified both propositions in that particular election! Our inability to pass a rather mild parental consent law is entirely the result of us losing focus on what matters most.
