“Modesto has sided with Planned Parenthood”
School board votes to allow students to leave campus during school day for ‘confidential medical services’ without parents knowing
A divided Modesto City School Board has voted to permit junior high and high school students to leave campus during the school day for “confidential medical services,” including abortions, without the consent or knowledge of their parents.
After what the Modesto Bee described as “impassioned arguments for both sides,” the board voted 4-3 at its Monday, June 22, meeting to adopt the new policy.
School districts across the state have adopted widely differing policies regarding the question of whether students may leave campus for medical services without parental knowledge or consent. On March 12, for example, the Vista Board of Education in northern San Diego County unanimously adopted a policy requiring its students to have parental consent before leaving campus during the school day for medical services.
On July 25, the Fairfield-Suisun Board of Education is scheduled to take up the same issue. The district serves students in Fairfield and Suisun City in Solano County, midway between Sacramento and San Francisco. Current policy in the district provides, “in order to ensure the safety of its students, any time a student is permitted to leave campus during the school day, it must be with parent/guardian full and complete knowledge, and, as a result, requires written parent/guardian consent for any release from campus during the school day."
Karen England, executive director of the pro-family lobbying group Capitol Resource Institute attended the June 22 Modesto City School Board meeting. In a statement following the meeting, England said, "Only four people -- three from Planned Parenthood, plus one activist-- testified in favor of excluding parents. Every single additional testimony asked the board to include parents."
According to the Modesto Bee, school district attorney Roman Munoz said the new policy merely updates district regulations so they conform with a provision of the state Education Code that took effect in 1986. That section of the Education Code says, "the governing board of each school district shall, each academic year, notify pupils in grades 7 to 12, inclusive, and the parents or guardians of all pupils enrolled in the district, that school authorities may excuse any pupil from the school for the purpose of obtaining confidential medical services without the consent of the pupil's parent or guardian."
“In reality, there is no mandate,” said England in her statement following the meeting. “State law says that ‘school authorities may excuse any pupil,’" which England said she pointed out to the school board during the meeting. “The law provides permission for implementing confidential release, but it certainly does not impose a mandate,” she said. “There are over 900 public school districts in California and many do not offer their students confidential medical release. Modesto's current policy is parent- friendly. Unfortunately, Modesto has sided with Planned Parenthood for now, against parents.”
England qualified her statement with “for now” because the June 22 vote was preliminary. “Modesto parents still have time to protect their rights, however, because the board members will cast a new vote on July 13.”
According to the Bee, “Planned Parenthood Mar Monte Vice President Deborah Ortiz emphasized that the law regarding confidential medial services covers more than just sexual or reproduction issues. The organization operates a clinic in Modesto.”
“Medical services,” reported the Bee, “can include pregnancy testing, contraception, abortions, sexually transmitted disease testing and treatment, counseling and treatment for rape, drug abuse and mental health, and a variety of other medical services.”
“Modesto parents and pastors left the meeting fired up,” said England in her statement following the meeting. “They are ready to tell their communities what is going on -- so that more families can get involved, because people are still unaware.”
England said supporters of parental rights should contact school board members before the July 13 vote and should attend the next meeting.

This is an outrage. Planned Parenthood should not be allowed in the schools and should not be involved here. Since California has a large Catholic Latino population it seems to me that Planned Parenthood wants to get their hooks into this population and "convert" them to their way of thinking. The schools should not allow this. Planned Parenthood should not be allowed to proselytize in public schools. Would the schools allow the Catholic Church to come in and take children from school for religious services without parental permission?

Another reason never to raise children in CA, at least not within the public school system. This is one area where the evil starts, the indoctrinations, the mis-information about politics, the nature of being a citizen, the role of religion and faith in society, teachings about sexuality and family. Students that represent a number of generations of those educated in CA schools are simply from another planet regarding traditional, Christian morality (to say nothing of Catholic issues). This has been the long time goal of liberal educators, and continues to be the goal in many states that have not yet been totally corrupted like CA. Good luck Modesto. Leave while you can, or, if you have the courage for it, fight back; defeat the present Board members that voted for this outrage. Good luck.

How dare any school board permit students to leave for any medical reason without the knowledge of their parents. What happens legally when one student has grounds for suing or seeking a court trial for a messed up abortion. Suddenly the parent is responsible and must have a part in it!

Just think, with a single vote of a few people, the parents lose their innate rights of fatherhood and motherhood. Now who could resist such tempting power? Not to mention the longer range effects that will stem from this government secret pact with children ... hmn what about these govt employees carrying on sexually with the children off campus in the cloud of govt secrecy? Now I wonder if NAMBLA is lobbying behind closed doors for this, and who else would be conspiring to construct this "secret room" near the schools. Also, isn't this move tantamount to selling the bodies and souls of children ... and the pimps are the school board memebers? First the govt dumbs down the public, and then slips them the mickey.

It's interesting to note that Planned parenthood ONLY promotes this in areas where it has for profit abortion clinics! As always, it is ONLY concerned about the MONEY! They do NOT "care" about the health of these young girls, ONLY the money from killing their babies!
I hope that every person that reads this article will realize that PP is a greedy, evil organization that has NO concern for the destroyed lives that they leave behind! Where is the pre-abortion counseling? Where is the post-abortion counseling? All that PP does is promote their FOR PROFIT abortion clinics AT TAX-PAYER EXPENSE!

This is another win by the diabolical entities that are winning the war against any residue of morality in this State: Planned Parenthood, the many other groups that promote homosexuality and sexual liberation, including Planned Parenthood, the National Organization for Women, and the many groups that promote sex for children: GLSEN, NEA, NAMBLA, GSA, and on and on. We are faced on the one hand with the destruction of millions of babies before they are born; and on the other hand, those 2/3 who escape abortion will be recruited into the culture of death by their schools, Catholic schools not excepted.

Junior high school students are only twelve and thirteen years old, for the most part. What are those crazy people thinking of who would allow them to leave for medical reasons without parental consent? Get rid of the president and vice-president of the school board.

Let me get this straight......
Parents do NOT have to be notified if their daughter is going to Planned Parenthood for an abortion, however; if she wants to have an aspirin from the school nurse or have her wisdom teeth pullled......she needs her parent's approval?!!!
SOMETHING IS TOTALLY WRONG WITH THE PICTURE.
I urge all parents to SPEAK UP and not allow this immorality and craziness to occur!!!!!.

Dear School Board Members Cline, Lopez and Marks:
Thank you for your opposition to allowing minors to leave campus without parental consent or knowledge. I can't imagine why anyone on the school board would eliminate parents from decisions involving their children. My husband and I both agree that if we had school age children now (ours are in their 20's) we would absolutely home-school them. I will encourage our children to do that when the time comes. Why would any one expose their children to the cesspools of public (and, becoming more so -- parochial schools) schools?

betty: middle schoolers are 11 and 12 and 13; elementary kids are even younger and sometimes they get pregnant. I've seen 6th grade boys who are six feet and 250#.

The school board should realize that if a child leaves with their permission, receives a morning after pill or abortion, and death or serious consequences occur, they are responsible...i.e., prime target for a huge law suit. The school administrators and board members also know that any child in danger of physical abuse from a parent can be emancipated. The myth that they are in danger from abusive parents discovering they are pregnant is not genuine. POWER TO THE PEOPLE, POWER TO THE PARENTS.

Unbelievable!. A student can not even bring a cough drop or aspirin to school with parental permission, but this school board votes to allow students to leave for "confidential medical services." No medical service for a minor should be confidential from parent. Unfortunately, this is a trend that continues, this is, for the government to take away rights from parents and from people of faith and morals. Everyone please pray and be aware, things may get worse before they get better. More and more our rights are being taken away in this country, with little or no notice by the main stream media or by the general population. Our media focuses on the violations of rights in other countries, while ignoring the injustices in this country.

Wow, what next!
I have just started homeschooling my own son. He's in high school. I wish I had started much, much earlier. There are so many supports out there and you really get to know and enjoy your time with your own child. They grow up so fast. Ignore these stupid school boards and pull your kids out. They will miss the $$ that your child brings into the system. Money talks.
We have all kinds of co-ops and other supports available for homeschoolers in San Jose. Not only that, my son and I are both going to take a class or two at community college. So we'll be going to college together. At the same time he'll be finishing up his high school diploma with me.
Liberate your kids from these monsters. These schools do not care about your kids, they care about the ADA money your child's body brings into their system....and that is all.
I used to be a teacher years ago and planned parenthood was "invited" into the class by teachers. I saw their presentations. It was all about "when" you have sex, not "if" This was targeted at freshmen in high school. They brought in plastic organs and showed the kids how to put on condomes on the penis etc It was instruction on how to have sex
Every day the kids would bring up talk about their ultrasounds, their miscariages, etc. This was in ninth grade.
Glad my own son is homeschooled and I'm loving the time I have with him. Wish I had homeschooled my two older kids as well!

To think of a girl, 13, being encouraged by this law to take the life of her unborn child; to have an abortion that will, at the very least, put on her a lifetime of emotional, mental, and physical complications and, possibly, death due to complications; to do all this and not even seek her parent's counsel. High school students need parent permission to take an aspirin in school but not to have alife threatening surgical procedure? This is more than insane. This is evil and we need to pray for all involved and ask the Lord what He would have us do. Thank-you.

Sadly, for some, parental notification is effectively a death sentence for the baby. The girl's parents will demand an abortion, and may throw in temper tantrums, screaming, name calling, blaming, even physical beatings to boot. That a pregnant girl would want an alternative to that is completely understandable. If her parents are so loving and sweet that they "counsel" their daughter rather than smack in her the face and demand she get an abortion, what girl wouldn't run straight to them to tell of the wonderful news of the baby!

That's OK. The first parental lawsuit for a chld harmed after being released by the schools for such appointments will set all to rights. After all the school does assume some liability for reeleasing a child left in their care.
My personal opinion is that we have long since passed the point where we must break the choke hold of the teachers unions. Teaching used to be a respected occupation. Nowadays it is manned by the dregs of society running liberal indoctrination programs instead of educating.

Tammy, the scenario you describe would seem to constitute felony child abuse, and the child should perhaps run to the police and file charges. Sad, for sure, but if the voters break up the family structure by abortion, then how does anyone realistically expect there to be any solutions in law? Abortion destroys society, and this one is going down fast; why do you think Islam is cheering every move of this president? Why do you think ex-Kremlin bosses are cheering this president and some former soviet citizens are saying it is already worse in some areas than it was in some Soviet areas?

It is so hard for me to grasp this... a child can leave campus with out parental consent?!!!! To go to only God knows where- with whom, to do what?!!! The City board Members who sided with Planned Parenthood have got to be out of their minds. I hope parents of Modesto ban together and fight for their parental rights.

Those parents who have a loving and open relationship with their children have nothing to fear. This law protects those children who cannot talk with their parents. This law protects those children whose parents will not or can not provide them with adequate sexuality education. This valley and county fails miserably when it comes to educating our childen about their sexuality. That's why we have some of the highest pregnancy abortion and std rates in the industrialized world. When will people learn that providing information and truth are not evils but gifts that we give our children to help prepare them for decisions as they enter adulthood. Sexual activity begins at a young age for many of our children. And it is important to provide what our children need to make informed and responsible decisions.
