Planned Parenthood mounts campaign to pressure Gov. Schwarzenegger into signing bill that would provide millions more in state funding for family planning


Planned Parenthood affiliates across California have geared up their PR machines once again, this time in an effort to persuade Gov. Arnold Schwarzenegger to sign a bill that could result in the state spending another $3.2 million a year on “family planning services.”

Planned Parenthood, whose California affiliates typically end each fiscal year with budget surpluses in the millions, want the governor to sign SB-94, sponsored by Sen. Sheila Kuehl, D-Los Angeles. The bill, which would increase Medi-Cal rates for “family planning,” passed the legislature with the support of only one Republican. It was sent to the governor on Sept. 19, who has until Oct. 14 to either sign or veto the measure.

A source inside the Schwarzenegger administration told California Catholic Daily earlier this week that the governor has yet to make up his mind on whether to sign or veto the bill.

Planned Parenthood lost an earlier legislative battle that would have increased Medi-Cal rates across the board at an estimated annual cost of $24 million. Now Planned Parenthood has set its sights on a more modest goal -- getting the governor to sign SB-94.

Planned Parenthood activists have called a “Rally to Urge the Governor to Sign SB 94” on Oct. 2 outside the governor’s San Francisco office. “It’s Time to Act! You Can Help Increase Access to Family Planning,” says an announcement of the rally. “Thanks to the support and mobilization of thousands of Planned Parenthood activists like you throughout the state, the California legislature overwhelmingly passed SB 94, a critical piece of legislation that would increase reimbursement rates for vital family planning services and increase access to time-sensitive care for low-income women throughout the state.”

On the web sites of major Planned Parenthood affiliates across California, a “take action” alert has been posted under the heading “Urge the Governor to Sign SB 94!” The alert includes suggested text for phone message to the governor, and a prepared fax that can be completed and sent from the Planned Parenthood site.

Vince Hall, a spokesman for Planned Parenthood of San Diego and Riverside Counties, took to the airwaves in San Diego in support of SB-94, telling KPBS Radio, “…there are many women who contact Planned Parenthood seeking to set an appointment to receive services, and they're told that the nearest appointment time is three weeks away, sometimes four weeks away.”

Sen. Don Perata, D-Oakland and president pro tem of the state Senate, joined Planned Parenthood Affiliates of California president Kathy Kneer and other supporters of SB-94 at the state Capitol on Sept. 26 in an attempt to put pressure on the governor to sign the bill.

“Of all the bills on the governor's desk, there must be some 700, this has to be in the top five,” Perata said, according to a Sept. 27 report on the left-leaning web site California Progress Report. The web site said Schwarzenegger’s decision on SB-94 was “a no-brainer.”

Planned Parenthood has also turned to its allies on the editorial boards of newspapers across the state in its effort to get SB-94 signed into law. A Sept. 21 editorial in the San Jose Mercury News, for example, cited a spokeswoman for Planned Parenthood Mar Monte in an editorial entitled “Family planning legislation deserves enactment.”

THANK YOU SO MUCH CATHOLIC DAILY FOR LETTING US KNOW ABOUT THIS BILL ON THE GOVERNOR'S DESK. ALSO, I URGE EVERYONE TO CALL AND ASK HIM ALSO TO VETO SB 777 (WHICH IS THE ENDOCTRINATION OF THE CHILDREN IN PUBLIC SCHOOLS FROM K - 12) PLEASE CALL ON BOTH SB 777 AND SB 94.

Not only Maria Schriver, but what about his cabinet secretary Susan Kennedy? She is a self-proclaimed lesbian who worked for NARAL before she was Gray Davis's cabinet sec'y, one of the most powerful jobs in the Governor's ofc. Arnold kept her on in that post with the strong support of Maria Schriver. Nevertheless, all readers of CCD should phone or fax Arnold to veto SB94 and SB777. Let him know Planned parenthood and the gay lobby are not beloved by all.

OBJECTIONS: n SB 777 is an unnecessary revision of the “list of prohibited bases of discrimination.” Discrimination against individuals on the basis of sex, gender, and sexual orientation is already illegal. n SB 777 adds protection for those that advocate for the actual characteristics of those individuals already protected by law. Laws that protect individuals with certain characteristics are valid. Laws that protect actions introduce confusion and chaos into law. n The confusion introduced by SB 777 may actually make it illegal to advocate certain viewpoints—such as the value of sexual abstinence until marriage, traditional marriage as a benefit for children and society, even though those values are “time-tested” and those viewpoints actually enjoy general social consensus. n Rather than promoting toleration, SB 777 may actually cause further balkanization of California’s public schools as more parents choose to “opt-out” of those classrooms in which behavior occurs that they deem “morally objectionable” or which criticizes their common values concerning sexuality, marriage and family.

Among the last minute "deals" crafted in the Legislature was SB 94—a bill that was subjected to the "gut and amend" maneuver in order to increase funding for Planned Parenthood that had been reduced in the final budget. In our letter to the Governor asking for his veto, Ned Dolejsi wrote: "In the analysis for the newly-minted bill, SB 94, the proponents--as justification for their request for funds—have pointed to a study which claims: "that every dollar spent on Family PACT client services saves an estimated $5.33 in future medical and social service costs that would have resulted from an unintended pregnancy up to five years after birth." In other words, paying to abort a child is more cost effective than helping the child's mother give birth and care for it. That is an amazingly callous and utilitarian world view-and we believe it is one that does not accurately represent the sentiments of most Californians. The California Catholic Conference opposes the abortion services provided by Planned Parenthood and protests any—much less more--public tax money for their work...how can there be any justification for more money for Planned Parenthood?

Governor Schwarzenneger: Stand firm for what you know is right! Let your heart and your soul lead you on this one. Pray, hard. We'll help you. Institute programs that will help women, not hurt them by destroying their growing child. Contact Feminists for Life and The Nurturing Network. Consult with them on their programs and make them visible. You can't go wrong, therein.

Govenor, I understand that you have much to think about of all the bills that come across your desk. The Bill SB94 and others like it must be vetoed. The voice of the people of California have said many times no to such bills. Please listen to the voice of the people. They are your advisors. May you have peace in your decision.

Governor Shwrawzaneggar, Abortion is wrong and the taxpayer should not have to pay the price for someone else's choice. Please veto this bill.
