18 years of impunity
Woman accused of posing as doctor and performing illegal abortions long associated with notorious chain of clinics

Bertha Bugarin, owner/operator of a chain of abortion clinics in Southern California called “Clinica Medica para la Mujer de Hoy,” has been arrested twice within the last 10 months for practicing medicine without a license -- once in Los Angeles and once in San Diego.
Bugarin is accused of repeatedly performing surgical abortions without a medical license. Her typical business target has been low-income, Spanish-speaking mothers, and her offices were set up in Spanish-speaking neighborhoods in Panorama City, Huntington Park, Baldwin Park, Los Angeles, Santa Ana and Chula Vista.
Bugarin ran a cash-only business, and hired physicians who had a history of incompetence or negligence, according to records on file at the California Medical Board. She paid people to stand on street corners in Spanish-speaking shopping areas, where they would hand out discount coupons for abortions.
Bugarin has been in operation since 1994. Over the years, she hired various doctors who allegedly told the Medical Board that they – not Bugarin -- owned the business. This allowed her to circumvent state laws requiring a physician to obtain a clinic license with the Department of Health. The Department of Health in Los Angeles looked the other way as long as a doctor claimed he owned the business. As a result, Bugarin was able to continue her business for 18 years.
Currently, Dr. Nolan Cartell Jones claims to be the owner of the abortion chain, while Bugarin claims to be the office manager or telephone answering service. Despite Bugarin’s arrests, the business remains open.
In 1998 the Medical Board accused Jones of incompetence and negligence committed against female patients. Dr. Jones was placed on probation in 2000 for causing the untimely death of newborn Aldo Carrillo at San Bernardino Community Hospital. Dr. Jones has had his medical license placed on successive probation three times without revocation. When he was ordered to have a monitor and failed to comply with the order, his license was not revoked by the Medical Board. Dr. Jones reportedly does not have staff privileges at any hospital.
Other doctors who have worked for Bugarin include:
George Flanagan -- criminal conviction for fraud, discipline by Medical Board.
Laurence Reich, -- two criminal convictions for sexual abuse of patients, license surrendered.
Phillip Rand -- surrendered his license after the Medical Board threatened to revoke it on allegations of gross incompetence and negligence that almost caused the death of a young Spanish-speaking woman in Santa Ana.
Nicholas Braemer -- license surrendered, multiple disciplines by Medical Board for incompetence and negligence.
Glenn E. Miller – license revoked, multiple disciplines by Medical Board.
Mohamad Bararsani -- currently under accusation by Medical Board for aiding and abetting illegal practice of medicine.
Mohammed Dia -- license revoked for incompetence and negligence.
Richard Infante -- license revoked.
Steve Turnipseed – a physician’s assistant previously disciplined by Physician’s Assistants Board, currently under accusation.
Neither Planned Parenthood nor any other pro-abortion lobbying group – who claim they want to protect women’s health and have no racist agenda -- has made any public statement regarding Bugarin and the disturbing record of her clinics.

YES, by all means take away their license and also lock them up in jail for LIFE so that they may NEVER have an opportunity to get out and hurt others and they can use their time in repenting for their sins.

Perhaps Ms. Bugarin was taking a lesson from so-called legitimate physicians. In a 1980 San Diego Union article (10/12/80, pp. A-3, 17) entitled "Doctor's Abortion Practice Lucrative", the owner of the then-largest abortion-chain, Dr. Edward Allred, was frank about his special regard for Hispanics: "Population control is too important to entrust to some right-wing, pro-life types. Take the recent influx of Hispanic immigrants: Their lack of respect for democracy and social order is frightening. I hope I can do something to stem that tide. I'd set up a[n abortion] clinic in Mexico for free if I could. Maybe one in Calexico would help. The survival of our society could be at stake."

Charles, thank you for having the Allred quote, and complete with the date and the source!
By the way, best for us to say "commit" abortions, not "perform" them. Let's not dignify aborting a baby by using a medical term, "perform," for it.

I once saw a video of Allred doing an abortion. The scene was like seeing the Beast of the Apocalypse in action.
